A proposal is the Council's unit of decision. It begins as something before the Assembly, passes through a period in which members read, discuss and vote on it, and ends as a concluded matter in the Strategic Deliberations archive — where it stays, with its reasoning, as part of the historical record of decisions that have shaped the Universe. Understanding that arc is most of what a new participant needs, because it explains why the three surfaces exist and what each is for.
Reading a proposal well
Read what is actually being proposed rather than the summary that brought you there, check whether it is currently open, and look for whether similar matters have already been decided — the deliberations archive is the memory that stops the Council relitigating itself. A proposal frequently makes more sense once you have found the earlier one it responds to.
Why concluded matters are kept
An archive of decisions with their reasoning is more valuable than a list of outcomes. It lets a member understand not only what the Council decided but on what grounds, which is the only way a new participant can vote consistently with a body they have just joined.
Where the record becomes narrative
Chronicles carries official proclamations from the chambers — the Council speaking in its own voice about what it has done. That is a different register from the deliberations archive, and both are official.
Whether a specific proposal is open, closed or being voted on right now is live state on the Council. Nothing here should be read as the current agenda.
